President Donald Trump once again hinted at sending money directly to Americans, this time a $2,000 “tariff dividend.”
He made the announcement on Truth Social on Nov. 9:
“People that are against Tariffs are FOOLS! A dividend of at least $2000 a person (not including high income people!) will be paid to everyone.”
The comments came as the Supreme Court reviewed the legality of Trump-era tariffs and after Democrats made gains in the Nov. 4 elections.
How Trump’s idea would work – if it happened
Trump has floated similar proposals before, including returning money cut from federal agencies under the Department of Government Efficiency (DOGE), a plan that never materialized.
A bill to issue tariff rebates, introduced earlier this summer, stalled in committee. Treasury Secretary Scott Bessent said the $2,000 “dividend” might not take the form of a direct check. On ABC News’ This Week, he explained it could include tax decreases already in the president’s agenda, such as:
No tax on tips or overtime
No Social Security tax
Deductibility of auto loans
“These are substantial deductions that are being financed in the tax bill,” Bessent said.
Can Trump send checks without Congress?
No. The Constitution gives Congress the power of the purse. Any direct payments, like the pandemic-era stimulus checks, must be authorized by Congress before a president can sign them into law.
Previous tariff rebate proposal
In July, Sen. Josh Hawley (R-Mo.) introduced the American Worker Rebate Act, which would have given at least $600 to qualifying individuals from tariff revenue. Trump had signaled support but emphasized controlling the national debt. The bill never advanced beyond the Senate Finance Committee.
Supreme Court could force refunds
On Nov. 5, the Supreme Court heard arguments on whether Trump overstepped in imposing sweeping tariffs on most imports. Lower courts ruled that he misused a 1977 emergency law. If the court rules against Trump, the government could be required to refund billions in tariff revenue – though it’s unclear how or to whom.
