On November 17th local time, during his visit to France, Ukrainian President Zelens signed a military purchase intention with French President Macron at the Villacoublay Air Force Base. The Ukrainian side plans to purchase up to 100 “Raf” fighter jets and supporting air defense systems from France.

The intention agreement covers the new generation of SAMP-T air defense system, radar, drones, and guided bombs etc. The full delivery will be completed in 10 years, and some equipment can be delivered in the short term. Macron emphasized that this cooperation aims to help Ukraine rebuild defense deterrence, which is in line with European security interests; Zelensky called it a “historic agreement”, which will significantly enhance Ukraine’s air combat and air defense.

The funds for the agreement are planned to be solved through EU grants, loans, and the freezing of Russian assets, and the Ukrainian side does not rule out the possibility carrying out fighter jet domestic production or maintenance cooperation with the French side. “Rafale”, as a fourth-generation and a half multi-role fighter jet, can perform combat and long-range bombing missions. Previously, the Ukrainian side has signed an intention to purchase Swedish “Eurofighter” fighter jets.
