With Democrats and Republicans in Congress still at odds over health care and spending, the U.S. government appears poised for its first shutdown in seven years. The Republican-controlled House passed a short-term “continuing resolution” that would provide money to operate the government at current levels until Nov. 21. The resolution would provide seven weeks of funding, during which time lawmakers will try to negotiate a compromise on an annual spending measure.
